Author Joshua Horwitz’s investigative narrative tells the story of two people — Joel Reynolds, an environmental lawyer, and Ken Balcomb, a marine biologist — working together to save marine life and to expose the Navy’s secret project: sonar over all our planet’s oceans.

When Balcomb discovered that numerous whales were stranding themselves, he investigated; his military background helped lead him to the US Navy’s use of “high-intensity active sonar.”

Balcomb’s and Reynolds’s attempts to force the Navy to stop stonewalling their efforts to uncover the truth led all the way to the US Supreme Court.

Horowitz’s research is detailed and offers a perspective that gives readers a deeper understanding of the complexity and challenges these two men faced.
